The establishment of the Institute For Rural Advancement (INFRA) in 1996 should be seen as the pinnacle and extension of the late Tun Haji Abdul Razak bin Hussein’s grand vision and goals pursued since the early 1960s to help rural communities through strategies such as the development of rural areas and empowering the rural population.

The establishment of INFRA was finalised under Dato’ Annuar Musa’s tenure as the Minister of Rural Development. However, the idea was first mooted by Dato’ Seri Shariff Ahmad when he was the Minister of Agriculture in the late 1970s, through the founding of the The Rural Studies Training Institute.  In 1980, Dato’ Seri Sanusi Junid who was the then Rural Development Minister renamed it as SEDAR Institute, i.e. short for Institute for Sosio-Economic Development and Attitudinal Re-orientation. Based on the approval given by the Cabinet in 1996, Dato’ Annuar Musa envisioned and proposed the establishment of INFRA (Institute For Rural Advancement) – a national, world class rural training and research institute.

On 13th October 1995, after tabling the proposal for the creation of a Rural Development Training Institution at the Special Committee Meeting to Study the Highest Position (JKTT), chaired by the Chief Secretary to the Government, a decision was reached to set up INFRA by restructuring the SEDAR Institute. The Cabinet approval of JKTT on 6th March 1996 marked the official establishment of the rural community institute, better known as INFRA.
