To train the trainers of rural development managers and encourage them, in turn, to train others to develop the rural areas and community;
To assist in improving the capability of public agency, workers, social activists and those in non- governmental organizations to be effective agents of delivery;
To become a centre of reference and research, a data bank and a thing tank for Rural Development programme and non-formal education;
To shift the paradigm of those involved in the management of Rural Development in an effort to develop rural areas and improve the ideas and thinking of the rural community; and
To provide, with the cooperation of international organizations, technical assistance, advisory services and training to other countries, as well as to organize related studies in rural areas.
